महाराष्ट्र राज्यातील कांदा उत्पादक शेतकऱ्यांसाठी आनंदाची बातमी! राज्यातील कांदा उत्पादक शेतकऱ्यांना रु.350 प्रति क्विंटल या दराने अनुदान मिळणार आहे. यासंबंधीचा शासन निर्णय महाराष्ट्र शासनाच्या अधिकृत वेबसाईटवर उपलब्ध करण्यात आलेला आहे. तर आपण या लेखात पाहणार आहोत की  शासन निर्णय काय आहे आणि महाराष्ट्र राज्यातील शेतकऱ्यांना या योजनेचा लाभ कसा मिळणार आहे? शेतकऱ्यांनी अर्ज कुठे करावा ? कोणकोणती कागदपत्रे आवश्यक आहेत? यासंबंधी सविस्तर माहिती आपण या लेखात पाहणार आहोत.

Kanda Anudan Yojana 2023 Maharashtra : चालू वर्षी राज्यात फेब्रुवारी 2023 च्या सुरुवातीस कांद्याच्या बाजारभावात झालेली घसरण आणि विविध शेतकरी संघटना आणि शेतकऱ्यांकडून होणारी अनुदानाची मागणी लक्षात घेता कांदा बाजारभावातील घसरण व उपाय योजना यासाठी डॉक्टर सुनील पवार, माझी पणन संचालक यांच्या अध्यक्षतेखाली शासन निर्णय 28.02.2023 अन्वये घटित समितीने राज्यातील बाजार समित्यांना प्रत्यक्ष भेटी देऊन शेतकरी, व्यापारी, अडते, विविध संघटनांचे प्रतिनिधी, निर्यातदार, तज्ञ, शास्त्रज्ञ यांच्याशी भेटी घेऊन तसेच विविध संस्थांकडून माहिती घेऊन अहवाल तयार करून शासनास सादर केला आहे.सदर अहवाल समितीने अल्पकालीन व दीर्घकालीन उपाययोजनांच्या शिफारशी प्रस्तावित केल्या आहेत. सदर अल्पकालीन उपाययोजनांपैकी राज्यातील कांदा उत्पादक शेतकऱ्यांना आर्थिक मदत देण्याच्या दृष्टीने दिनांक 1 फेब्रुवारी 2023 ते दिनांक 31 मार्च 2023 या कालावधीत संबंधित कृषी उत्पन्न बाजार समितीमध्ये, खाजगी बाजार समितीमध्ये, थेट पणन अनुज्ञप्ती धारकाकडे अथवा नाफेड करून लेट खरीप कांदा खरेदी करिता उघडण्यात आलेल्या खरेदी केंद्रामध्ये विक्री केलेल्या शेतकऱ्यांना अनुदान देण्याचा निर्णय शासनाने घेतलेला आहे.

राज्यातील कृषी उत्पन्न बाजार समितीमध्ये, खाजगी बाजार समित्यांमध्ये, थेटपणा आणून नियुक्ती धारकाकडे अथवा नाफेड कडे वारी 2023 ते दिनांक 31 मार्च 2023 या कालावधीत लेट खरीप हंगामातील लाल कांदा विक्री केलेल्या शेतकऱ्यांना रुपये तीनशे पन्नास प्रतिक्विंटल व जास्तीत जास्त 200 क्विंटल प्रति शेतकरी याप्रमाणे अनुदान मंजूर करण्याचा निर्णय शासनाने घेतलेला आहे.

Kanda Anudan Yojana 2023- अटी व शर्ती:

  1. कांदा उत्पादक शेतकऱ्यांना रुपये 350 प्रतिक्विंटल व जास्तीत जास्त 200 क्विंटल प्रती शेतकरी याप्रमाणे अनुदान मंजूर करण्यात येईल.
  2. जे शेतकरी लेट खरीप हंगामातील लाल कांदा दिनांक 1 फेब्रुवारी 2023 ते दिनांक 31 मार्च 2023 या कालावधीत संबंधित कृषी उत्पन्न बाजार समिती, खाजगी बाजार समितीमध्ये, थेट पणन अनुज्ञप्तीधारकाकडे अथवा नाफेडकडून लेट खरीप कांदा खरेदी करता उघडण्यात आलेल्या खरेदी केंद्रांमध्ये विक्री करतील त्यांची साठी ही योजना लागू राहील.
  3. मुंबई कृषी उत्पन्न बाजार समिती, मुंबई वगळता राज्यातील सर्व बाजार समित्यांसाठी ही योजना राबविण्यात येईल.
  4. परराज्यातून आवक झालेल्या व व्यापाऱ्यांच्या कांद्यासाठी ही योजना लागू राहणार नाही.
  5. सदर अनुदान थेट बँक हस्तांतरण ( DBT -Direct Bank Transfer) द्वारे शेतकऱ्यांच्या बचत बँक खात्यात जमा केले जाईल.
  6. सदर अनुदान ICICI बँकेमार्फत अदा करण्यात येईल.
  7. कांदा उत्पादक शेतकऱ्यांनी या योजनेखाली अनुदान मिळविण्यासाठी कांदा विक्री पट्टी/ विक्री पावती, सातबारा उतारा, आपली बँक बचत खाते क्रमांक इत्यादी सह साध्या कागदावर ज्या बाजार समितीकडे कांद्याची विक्री केलेली आहे तेथे अर्ज करावा.
  8. शेतकऱ्यांना अनुदान प्राप्त करून देण्याचे प्रस्ताव हे संबंधित बाजार समितीने तयार करावेत. प्रस्ताव तयार करण्याची संपूर्ण जबाबदारी बाजार समितीची राहील. सदरचे प्रस्ताव तालुका सहाय्यक निबंधक यांनी तपासून ते जिल्हा उपनिबंधक, सहकारी संस्था यांचेकडे सादर करावेत. जिल्हा उपनिबंधक, सहकारी संस्था यांनी योग्य प्रस्तावांना मंजुरी दिल्यानंतर ती यादी पणन संचालक, महाराष्ट्र राज्य, पुणे यांना मान्यतेसाठी सादर करावी. त्यांनी तपासून अंतिम केलेल्या यादीस पणन विभागात मार्फत थेट लाभार्थी शेतकऱ्यांच्या खात्यावर निधी वितरित करण्यात येईल.
  9. या योजनेची योग्य पद्धतीने अंमलबजावणी करण्यासाठी संबंधित कृषी उत्पन्न बाजार समितीचे सचिव, तालुका सहाय्यक/ उपनिबंधक व जिल्हा उपनिबंधक हे या योजनेचे लाभार्थी अंतिम करण्यासाठी नियंत्रक म्हणून कामकाज पाहतील व त्यासाठी तेच जबाबदार राहतील.
  10. ज्या प्रकरणात सातबारा उतारा वडिलांच्या नावे व विक्री पट्टी मुलाच्या व अन्य कुटुंबीयांच्या नावे आहे व सातबारा उताऱ्यावर पिक पाहण्याची नोंद आहे अशा प्रकरणात वडील व मुलगा व अन्य कुटुंबीय यांनी सहमतीने उपरोक्त 7 मध्ये नमूद केल्याप्रमाणे कार्यवाही केल्यानंतर सातबारा उतारा ज्यांच्या नावे असेल त्यांच्या बँकबचत खात्यामध्ये अनुदान जमा केले जाईल.
