महाराष्ट्र राज्यात ऊस तोडणी व वाहतुकीचे काम हे ऊस तोडणी मजुरा मार्फत केले जाते. महाराष्ट्र शासनाने ग्रामीण भागात विविध प्रकारच्या शैक्षणिक सुविधा तसेच रोजगाराच्या संधी उपलब्ध करून दिल्यामुळे ग्रामीण भागातील मजुरांचा आर्थिक, सामाजिक व शैक्षणिक स्तर उंचावला आहे. त्यामुळे मागील काही हंगामात राज्यातील ऊस तोडणी मजुरांची संख्या कमी होत असल्यामुळे ऊस तोडणीची समस्या भेडसावत आहे. भविष्यामध्ये ऊस तोडणी वेळेवर होण्यासाठी ऊस तोडणीचे काम ऊस तोडणी ( Sugarcane Cutting Machine ) यंत्राद्वारे करणे गरजेचे झाले आहे. परंतु ऊस तोडणी यंत्राच्या किमती जास्त असल्यामुळे बहुतेक ऊस उत्पादक शेतकरी ऊस तोडणी यंत्र खरेदी करू शकत नाहीत. म्हणूनच महाराष्ट्र शासनाने ऊस तोडणी यंत्र खरेदीसाठी अनुदान योजना ( Sugarcane Cutting Machine Subsidy 2023 ) चालू केलेली आहे. राज्य शासनाकडून ऊस तोडणी यंत्र खरेदीसाठी राष्ट्रीय कृषी विकास योजनेअंतर्गत निधी उपलब्ध करून दिला आहे. यासंबंधीचा महाराष्ट्र शासनाचा जीआर 20.03.2023 रोजीअधिकृत वेबसाईटवर उपलब्ध झालेला आहे.

Sugarcane Cutting Machine Subsidy 2023 : महाराष्ट्र राज्यामध्ये कृषी विकास योजनेअंतर्गत ऊस तोडणी यंत्र ( Sugarcane harvester ) खरेदी करण्यासाठी वैयक्तिक शेतकरी, उद्योजक, सहकारी व खाजगी साखर कारखाने, शेती सहकारी संस्था, शेतकरी उत्पादक संस्था यांना अनुदान मिळणार आहे. त्यामुळे ज्या शेतकऱ्यांना स्वतःसाठी ऊस तोडणी यंत्र खरेदी करायचे आहे, असे शेतकरी किंवा ज्यांना उत्पन्नाचे साधन म्हणून यंत्र खरेदी करून ते भाडेतत्त्वावर चालवायचे असेल अशा सर्व शेतकरी व उद्योजकांसाठीही एक मोठी आनंदाची बातमी आहे की, त्यांना ऊस तोडणी यंत्र खरेदीसाठी शासनाकडून यंत्राच्या किमतीच्या 40 टक्के रक्कम किंवा 35 लाख यापैकी जी अमाऊंट लहान असेल तेवढे अनुदान मिळणार आहे. महाराष्ट्र शासनाचा जीआर, योजनेचा अर्ज कसा आणि कुठे करायचा, ऊस तोडणी यंत्र खरेदीसाठी आवश्यक पात्रता, कागदपत्रे याविषयी संपूर्ण माहिती आपण आज या लेखात पाहणार आहोत.

शासन निर्णय- अटी

  • राष्ट्रीय कृषी विकास योजनेअंतर्गत ऊस तोडणी यंत्र खरेदीसाठी अनुदान ( Sugarcane harvesting Machine Subsidy scheme 2023 maharashtra ) देण्याबाबतचा जो महाराष्ट्र शासनाचा जीआर प्रसिद्ध करण्यात आलेला आहे त्यामध्ये खालील अटीनुसार या योजनेचा लाभ घेता येणार आहे.
  • या योजनेमध्ये महाराष्ट्र राज्यातील वैयक्तिक शेतकरी, उद्योजक, सहकारी व खाजगी साखर कारखाने, शेती सहकारी संस्था, शेतकरी उत्पादक संस्था हे अनुदानात पात्र राहतील.
  • वैयक्तिक शेतकरी, उद्योजक, सहकारी व खाजगी साखर कारखाने, शेती सहकारी संस्था, शेतकरी उत्पादक संस्था यांना ऊस तोडणी यंत्र खरेदी किमतीच्या ( Tax Invoice नुसार) 40 टक्के अथवा रु. 35 लाख यापैकी जी रक्कम कमी असेल त्या रकमेमध्ये अनुदान मिळेल.
  • वैयक्तिक शेतकरी, उद्योजक यांना एका कुटुंबातील एका व्यक्तीस एक ऊस तोडणी यंत्रासाठी अनुदान मिळेल.
  • संपूर्ण योजना कालावधीमध्ये शेती सहकारी संस्था, शेतकरी उत्पादक संस्था यांना एका संस्थेस एक ऊस तोडणी यंत्रासाठी अनुदान मिळेल.
  • या योजनेमधून सहकारी व खाजगी साखर कारखान्यांना प्रत्येकी जास्तीत जास्त तीन ऊस तोडणी यंत्रासाठी अनुदान मिळेल.
  • पात्र लाभार्थ्यांनी यंत्र किमतीच्या किमान 20 टक्के रक्कम भांडवल म्हणून गुंतवणे आवश्यक आहे. उर्वरित रक्कम ही कर्जरूपाने उभे करण्याची जबाबदारी पात्र लाभार्थ्याची असेल.
  • ऊस तोडणी यंत्र अनुदानाची रक्कम लाभार्थ्याच्या बँक खात्यात PFMS( Public Financial Management System ) प्रणाली द्वारे पाठवण्यात येणार आहे.
  • ऊस तोडणी यंत्र अनुदान योजनेअंतर्गत Sugarcane Cutting Machine खरेदी अनुदान यासाठी अर्जदारांनी शासन निर्णयानुसार परिपूर्ण प्रस्ताव कृषी विभागाच्या महाडीबीटी पोर्टल वर ऑनलाईन पद्धतीने सादर करावा.
  • ऊस तोडणी यंत्र अनुदान योजना शासन निर्णयाच्या दिनांक पासून म्हणजेच 20/03/2023 पासून पुढे चालू होईल.
  • ऊस तोडणी यंत्रासाठी यापूर्वी अनुदान मिळालेल्या लाभार्थ्यांना योजनेचा लाभ घेता येणार नाही.
  • केंद्र शासनाने अधिसूचित केलेल्या यंत्र उत्पादक कंपन्यांनी बनवलेल्या यंत्रापैकी ऊस तोडणी यंत्राची निवड संबंधित लाभार्थी यांनी करावी.
  • ऊस तोडणी यंत्राचा वापर महाराष्ट्र राज्याबाहेर करणे बंधनकारक असेल.
  • ऊस तोडणी यंत्रास काम मिळवण्याची जबाबदारी संबंधित लाभार्थ्याची असेल.
  • या योजनेचा लाभ घेऊन खरेदी केलेले ऊस तोडणी यंत्र किमान 6 वर्षे विकता येणार नाही, अन्यथा देण्यात आलेली अनुदान रक्कम वसुली पात्र राहील व याबाबतचे बंधपत्र लाभार्थ्याने साखर आयुक्तालयास सादर करणे बंधनकारक असेल.
  • केंद्र शासनाच्या मान्यता प्राप्त तपासणी संस्थांकडून तपासणी झालेल्या ऊस तोडणी यंत्रांसाठीच अनुदान देण्यात येईल.
  • ऊस तोडणी यंत्रावर लाभार्थ्याचे नाव, योजनेचे नाव, अनुदान वर्ष, अनुदान रक्कम इत्यादी तपशील कायमस्वरूपी राहील अशा स्वरूपात नोंदविणे आवश्यक असेल.
  • लाभार्थ्याने त्याच मंजूर झालेल्या ऊस तोडणी यंत्रासाठी महाडीबीटी पोर्टलवर अपलोड केलेल्या कोटेशन व टेस्ट रिपोर्ट प्रमाणेच ऊस तोडणी यंत्र खरेदी करणे आवश्यक असेल.
  • महाडीबीटी प्रणालीवर निवड झालेल्या अनुसूचित जाती व अनुसूचित जमाती प्रवर्गाच्या लाभार्थ्यांना संबंधित योजनेचा लाभ घेण्यासाठी जात प्रमाणपत्र सादर करणे आवश्यक असेल.

ऊस तोडणी यंत्र अनुदान योजना 2023 ( Ustodani yantra Anudan Yojana 2023 ) चा लाभ घेण्यासाठी इच्छुक उमेदवारांनी महाडीबीटी पोर्टल द्वारे ऑनलाइन पद्धतीने अर्ज सादर करायचा आहे. खाली दिलेल्या प्रक्रियेप्रमाणे आपण या योजनेचा लाभ घेऊ शकता.

  • अधिकृत वेबसाईट: mahadbt.maharashtra.gov.in या वेबसाईटवर ऑनलाइन पद्धतीने अर्ज करावा.
  • अर्जदार नोंदणी: वरील अधिकृत वेबसाईटवर शेतकरी योजना हा पर्याय निवडून त्यामध्ये अर्जदारांनी नवीन अर्जदार नोंदणी हा विकल्प निवडावा.
  • वापरकर्त्याचे नाव व पासवर्ड टाकून नोंदणी पूर्ण करावी.
  • पुन्हा लॉगिन करून त्यांचे प्रोफाइल तयार करावे.
  • महाडीबीटी पोर्टलवर वैयक्तिक लाभार्थी / उद्योग म्हणून नोंदणी केलेल्या सर्व शेतकऱ्यांना प्रथमतः त्यांचा वैयक्तिक तपशील भरणे बंधनकारक आहे. जसे बँक अकाउंट, आधार क्रमांक, 8अ क्रमांक, आठ अ वरील एकूण जमीन, सातबारा उतारा क्रमांक, सातबारा वरील चे वर्गीकरण, राहण्याचा संपूर्ण पत्ता, पत्रव्यवहारासाठी पत्ता अशा अनेक गोष्टींबाबत माहिती पूर्णपणे भरावी लागेल.
  • अर्जदारांना ऊस तोडणी यंत्रांना अनुदान या घटकासाठी वैयक्तिक लाभार्थी/ उद्योजक व शेती सहकारी संस्था/ शेती उत्पादक संस्था/ साखर कारखाने असे पर्याय उपलब्ध असतील त्यापैकी योग्य तो पर्याय निवडावा.
  • अर्ज करण्याबाबतची सविस्तर माहिती युजर मॅन्युअल द्वारे महाडीबीटी पोर्टलवर उपलब्ध करून देण्यात आलेली आहे. त्याप्रमाणे इच्छुक उमेदवारांनी आपला अर्ज सादर करावा.
